Program Officer for JICA USA Office

The Japan International Cooperation Agency (JICA) USA Office based in DC is seeking an individual who is self-motivated, flexible and a team player for the position of program officer.

JICA is the Japanese government’s bilateral aid agency, whose mission is to promote international cooperation and inclusive development. The JICA USA Office functions as a liaison, information gathering and outreach arm for our agency to engage with the international development community.

Primary Responsibility and Main Duties

The program officer at JICA USA will be expected to support the office in all of its functions with regards to development partners such as the US Government (USAID, MCC, the State Department, etc), international and bilateral donor organizations, NGOs, and think tanks, etc. S/he will also cover development issues such as Global Health, Education, and Gender, etc. The program officer will report to and work at the discretion of the Chief Representative, along with other supervisors on a day-to-day basis.

The duties will include, but are not limited to:

  • Gathering information from a variety of sources (web, seminars, interviews, congressional hearings) on development and foreign policy topics of interest to JICA;
  • Tracking policy developments, initiatives or organizational developments of partner institutions;
  • Support public relations of JICA, draft Newsletters, tweet and explore new partnerships for JICA’s public outreach;
  • Support outreach activities of JICA by writing, editing, proofreading speeches, presentations, reports, etc.;
  • Compile and report information in a timely manner to brief JICA colleagues. (Reporting takes the form of a newswire, e-newsletter, quarterly reports and briefs.); and
  • Provide liaison between JICA USA and partner institutions to facilitate cooperation and collaboration.

Competencies/Abilities

  • Fluency in spoken and written English;
  • The ability to write high quality documents to meet tight deadlines (both for reporting and outreach purposes);
    Strong interpersonal skills demonstrating cultural sensitivity and ability to develop and establish relationships with colleagues, supervisors and counterparts;
    The ability to travel domestically and internationally;
  • Proficiency with MS software applications; and
  • Interest in outreach activities, as well as development and international affairs related issues.

Qualifications and Requirements

To meet either of the two requirements below:
(a) Bachelor’s degree (in any field) with working experience in international development. Experience in public relations and/or speech writing would be an asset.

(b) Master’s degree with an emphasis on international development. Working experience in (i) international development, or (ii) public relations and/or speech writing would be an asset.

3) Age: preferably a maximum of 35 years old
4) Excellent verbal and written communications skills in English. Proficiency of Japanese language is an advantage.
5) Proficient computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in JICA (such as Excel, Word, Powerpoint and/or Filemaker Pro etc.)

Funding: Two Fellowship Programs – Fondation France-Japon de l’EHESS (Paris)

I am pleased to announce that the Fondation France Japon de l’EHESS is presently recruiting one Senior and one Junior level researcher in the framework of its newly established Centre of French-Japanese Advanced Studies in Paris (Centre d’Etudes Avancées Franco-Japonais de Paris, CEAFJP). 

The CEAFJP is a research and exchange platform coordinated by the Fondation France-Japon de l’EHESS, and located in Paris, France. The Centre is aimed at supporting researchers who wish to spend from 6 months up to three years (depending on the resources available to the proposed project) at the EHESS, and to benefit from the excellent work conditions and from academic exchange with our international colleagues in Paris.

A total of about 8 positions will be open every year. This call concerns our two first fellowships:

<Purpose and Objects of Grant>

Ukiyo-e developed independently of the existing Japanese art styles during the Edo period, and soon established itself as the art style of the ordinary people. it is widely known that its original way of expression, coloration and its high-level technique of woodcut had a significant influence on contemporary European painting. Ukiyo-e has been highly praised internationally, and studied both at home and abroad.

As the museum specializing in ukiyo-e, we have been offering grant for budding ukiyo-e researchers for many years and it counts the 31st times this year.

Anyone who is interested in ukiyo-e can apply for this grant.

This English language volume “Literature and Art after ‘Fukushima'” has been edited by Lisette Gebhardt and Yuki Masami. It collects contributions on subjects of Japanese literature and theatre / art after “Fukushima” which were presented at a panel of that name under the auspices of the Conference of the British Association for Japanese Studies (BAJS) 2012 in Norwich.

All essays focus on the question as to what extent Fukushima may be considered a turning point for the Japanese literature and art scene, how those unprecedented events have been received so far, and what positions were taken up by Japanese authors, theater directors, and performance artists in their works and productions following 3/11. While some writers set out to write healing narratives for a national trauma, others have taken the events of the triple catastrophy to demand departure from System Japan“ and to cast fundamental doubt on the direction of national values adopted after 1945.

In four analyses literary and fine arts arguments are being brought forth on the protestations for and reclamations of the public space, on a new democratic involvement with alternatives to consumerist society, on psychological impairment and the healing powers of community, and on the radioactive threat to safe food and Japan’s future. Texts by Yoshimoto Banana, Taguchi Randy and action art performances by Takayama Akira, the Chim↑Pom group, and others are introduced, to be followed up by asking what lies behind the medias’ drive for a mobilization of the Japanese art scene, and questions arising from the presentation of literary voices through translation; all of which serves as a critical evaluation of the thesis that Japanese arts and literature wish to return to a greater political involvement after Fukushima.

Fun Link Friday: Three Tales of Okiku

Obon season is fast upon us, so get into a spooky mood with three variations on the one of Japan’s most famous ghost stories over on Hyakumonogatari Kaidankai.

Okiku is one of the most interesting yurei in Japan. She is a true folktale, with multiple versions spread across the country. Anywhere there is an old castle and a well, there is a legend of Okiku. She isn’t always named Okiku, and she isn’t always counting plates, but the same details are there.

Here are three translations of some different versions of the legends. I started with the oldest, so you can see how the tale has changed over time. Over the course of learning about her, Okiku changed from a yurei I thought was kind of boring, to one of my favorites. She is the most Japanese of Japan’s famous ghosts.

If you like Okiku, there’s going to be a whole chapter on her in Yurei: The Japanese Ghost.  There’s also a well in at Himeiji Castle that claims to be Okiku’s final “resting” (haunting?) place as well. (Scroll down to お菊井戸.)
