Overview:
The Kentucky Cabinet for Economic Development (KCED) is seeking an experienced and qualified individual who can promote Kentucky as a location for business investment to firms throughout Asia. The candidate will be expected to perform the services outlined in this Request for Proposals (RFP). The selected individual will report to the Commissioner of the Department for Business Development, Kentucky Cabinet for Economic Development or his designee and will have a primary office based in Japan.

Purpose and Background
The Kentucky Cabinet for Economic Development (KCED) is seeking an experienced and qualified individual who can promote Kentucky as a location for business investment to firms throughout Asia. The candidate will be expected to perform the services outlined in this Request for Proposals (RFP). The selected individual will report to the Commissioner of the Department for Business Development, Kentucky Cabinet for Economic Development or his designee and will have a primary office based in Japan.

Schedule of RFP Activities
The following schedule presents the major activities associated with the RFP distribution and proposal submission. While there is no guaranteed date for the award of a contract, an anticipated date of award is provided.

Scope of Work

Business Recruitment Services:

1. Identify, research, target, and call on companies in Japan and throughout Asia with an interest or potential interest in locating in Kentucky.
2. Identify resources as channels for promotion of Kentucky as a business location, including individual companies, chambers of commerce, industry associations, local and federal government agencies.
3. Identify and target industrial, commercial and service sectors that may have a competitive advantage by doing business in Kentucky.
4. Develop resources and information concerning Asian markets, companies, and opportunities for Kentucky, including market briefs, country profiles, and any other relevant information.
5. Identify trade shows, missions and other promotional activities that would benefit Kentucky companies and promote the Kentucky economy in general.
6. Develop and produce promotional materials, including a brochure, newsletter, website, in Japanese and potentially other languages used throughout Asia.
7. Provide updates to KCED regarding key Asian markets, including targeted companies, meetings, presentations, proposals, and other promotional activities.
8. Maintain and be knowledgeable about Kentucky assets, including but not limited to, its communities, utility providers, incentive programs, workforce and available sites and buildings.

Business Retention and Expansion Services:
1. Develop and maintain communication and relationships with existing Kentucky facilities owned by Asian companies.
2. Promote Kentucky as a location for business expansions, additional investment and job creation to Asian companies already present in Kentucky.
3. Establish new, or foster existing, relevant business organizations (i.e. Japanese Business Association of Kentucky).
4. Assist KCED in maintaining information on existing Asian investment, such as parent company contact information.

Marketing Strategies for Kentucky in Asia:
1. Coordinate business recruitment and trade missions to Asian markets by Kentucky Governor and KCED staff.
2. Propose calendar of events, identifying specific trade shows, missions, seminars, and other marketing activities to promote Kentucky as a business location.
3. Advise Kentucky companies and KCED on specific laws, regulations, trade barriers, and related requirements and issues for visiting and doing business in Asia.
